HEROES is confusing me!!!!?

I watched the season finale of HEROES season 3. After, it showed the preview for season 4. In the preview it showed Ali Larter using water generation to hunt former Building 26 Agents. Is this Tracy Strauss or Barbara? I know people are saying this is Tracy Strauss after she developed a water technique after freezing in Cold Snap. However, I read the Agent istory Chapter 9 and 10 where Anna went to the circus because REBEL sent her. Anna met a mermaid performer (costume) who had the ability of water generation. And, coincidentley, her name is Barbara. ALso wikiHeoes said it was Barbara. Help ASAp
