I want to get a new Verizon phone but my contract hasn't expired?

I want to get a new Verizon Phone. Most likely the EnV2 and Target has it on sale for $40.00. It says below the ad; requires In-store activation or new or renewed service with 2-year costumer agreement on each line. Phones cannot be purchased separately without new 2-year agreement. Carriers and phones vary by store. Subject to coverage availability and the terms and conditions of carrier agreement, including as applicable, activation fees, credit approval and termination fees. By using service you are subject to carriers terms and conditions. See in-store carrier brochure for details. No rain checks or substitutions. Prices include qualified upgrade. I don't really understand what it means. Also plz don't say why can't you get it from the verizon place.... I can't because I am on a family share plan and I have to pay for my phone which I have to earn the money by getting good-grades, and my allowance. Which tells you I am too young to get a job. I got my cellphone that I have now in April. (I got the razr, didn't know I was gonna do that much txting. lol.) Also do you think the phone is just the same as getting it from the verizon store or has it been refurbished, poorly made, pre-owned?
